Using network manager and wicd. I've searched through all my internet, security, and firewall settings, but can't seem to find anything that could be causing this. Thanks to my brother Rusty (AKA ettoren) an IBM tech desk rep for these tips. I could do it on my old laptop with no problems.

I haven't experimented with these settings and you may need to know the connection settings of this Public or unsecured network in order to connect to it.
