Once I changed ownership to administrator I could change permissions without a problem. Select the user that you are going to give permissions to (like Owner etc) Then click Change Permissions>Edit and make sure that all of the boxes are checked. There is also another way to do this which is by adding a ‘Take Ownership' option to the right-click menu and doing it that way. You can not post a blank message.
