The computer is looking at the ProgramData folder when you click the program in your Start menu. Another cause of that message is if there was some sort of improper upgrade of a microsoft office product. I'm really more interested in why my Safemode is acting the way it is.

The reason was that the installation of 64-bitredistributable creates an "mso.dll" value in the 64-bit registry key "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\14.0\Common\FilesPaths", pointing to the path of the 64-bit version of the MSO.DLL. I installed office 2007 pro and visio 2007 pro on a new 64 bit windows 7 system.
I installed it and kept 2007 since 2013 did not include Visio and I use it a lot. The issue I had seems to be registry related.
